SCALE WITH LANDSCAPING RESERVED FOR FUTURE CONSIDERATION (REVISED SCHEME) LAND
ADJACENT TO HEMPSHILL HALL, LOW WOOD ROAD
Thank you for providing Nottingham
City Council with the opportunity to comment on the above application for
Outline Planning Permission, which adjoins the administrative boundary of the
city. Despite the reduction in the number of dwellings proposed compared with
the previous scheme, the City Council continues to raise concerns about this
application.
I have attached a copy of the City
Council’s response to the consultation on the previously withdrawn application
(12/00123/OUT). As before we believe that the proposals would potentially
conflict with policies E12d and E16 of the Broxtowe Local Plan and we would therefore
request that the comments set out within the previous letter, in relation to
these matters, be taken into consideration. We would ask that Broxtowe City
Council satisfies itself that the information and conclusions reached provides
an appropriate assessment of the site, with reference to the baseline
information that will have influenced the original designation.
As detailed within the City Council’s
previous consultation response, the authority raised concerns about that
application on the grounds that the proposed layout did not safeguard a route
for a future tram extension. It is noted that the new layout allows for a tram
alignment to run on-street through the site. However, there would still be a
requirement to realign the spine road along which the NET tram alignment has
been safeguarded in order to reduce the amount of curvature. The detail of the
alignment would need to be agreed with the NET Project Office, Nottingham City
Council. Utilities equipment along the safeguarded tram route must be installed
outside of the proposed swept path of the tram and a direct pedestrian and
cycle link between the development and
Lovell Close would need to be provided in order to improve access to the tram
from the existing Hempshill Vale Housing Estate.
We have received a copy of the
objection submitted to Broxtowe Borough Council by Graham Allen MP. The City
Council is sympathetic to the concerns that Graham has raised on behalf of his
constituents and we request that appropriate weight be given to the issues
raised.
